VISION: CITY – Buildings are once again facing the sea; HARBOUR – harbour of city centre where city and port activities meet and mix; URBAN FABRIC AROUND THE PORT – Dense regular street grid + dominant buildings; URBAN FABRIC IN PORT AREA – Three different blocks + three squares; SEASIDE HARBOUR PROMENADE: INNOVATION + NATURE – Exposing port activities and joining them into one.

URBAN FABRIC: Port is seen in wider urban context. A preferred strategy is where new neighbourhoods are formed across the borders of port area. This helps to integrate city with harbour. 1. ADMIRALITEEDI QUARTER; 2. LINNAHALL QUARTER; 3. UNIVERCITY QUARTER; 4. UUS-SADAMA QUARTER; 5. KADRIORU BEACH.

JOINING TOGETHER HARBOUR AND CITY: Different scenarios for different stages are proposed: 50 STREETS TO THE SEA (regular street grid with max step of 100m); SADAMA STREET AND BASTION BELT (Sadama street is the extension of first medeval pier and oldest access to port. Also now it is the key element where Old Town and harbour must meet. Therefore it is important to redesign car traffic around Bastion Belt); NEW COMMERCIAL STRIP (New shopping street connects together most active commercial areas of citycentre of Tallinn: Tallinna Kaubamaja, Viru Centre, Rotermanni Centre, new Admiraliteedi quarter); EXTENSION OF TALLINN UNIVERSITY (University would bring area much needed diversity); CULTURE KILOMETER (Culture Kilometer idea is a strong marketing tool both for the city and Cruise terminal. In our proposal Culture Kilometer leads to Cruiseterminal park); RECREATIONAL AXIS (Transition of Pirita and Kadrioru parks to urban fabric). Seaside harbour promenade joins all these elements into one.

VIEW TO THE UNIVERSITY NEIGHBOURHOOD. In our proposal dense urban fabric is developed on the direction of Tallinn University. Here are places for startups and other activities connected to university. Such complementary functions will extend the span of the use to become 24/7 urban fabric and will accelerate development in the area.

SEASIDE HARBOUR PROMENADE = NATURE + INNOVATION: Harbour promenade runs along the immediate edge of the port and acts as a spine, that connects different city and port activities and developments into one. Exposing port activities is one of the central design ideas here. (1. Roof of Linnahall; 2. Small plazas of Linnahall quarter; 3. Cruise terminal park; 4. Pirate's plaza; 5. Sadama square; 6. Port's innovationcentre; 7. Opera quarter; 8. Admiraliteedi Square; 9. Terminal park; 10. Elevated promenade; 11. Harbour for small boats; 12. Kadrioru beach).

THREE NEW CITY SQUARES AT PORT. MEETING OF CITY AND PORT: Tallinn harbour is unique due to it location in the heart of the city. Three new squares each with different nature stress the sense of the city. This is where meeting between city and port happens. 1. SADAMA SQUARE + KAUPMEESTE QUAY 2. ADMIRALITEEDI SQUARE + OPERA QUARTER 3. D-TERMINAL SQUARE + FORESTPARK

VIEW TO ADMIRALITEEDI SQUARE – NEW CITY CENTRE: Admiraliteedi Square is likely to become one of the most important civic spaces in Talinn. Around the Admiraliteedi Basin continuous building front is proposed, that separates square from traffic noise. Between square and Kaupmeeste quay new Opera quarter is planned – grand volume that supports activities on the square.

FACING TO THE SEA. NEW FACE OF PORT HERITAGE: Port of Tallinn is as old as Tallinn itself but there is few evidence of it in the public space. We propose to clearly expose the layer of port heritage. (1.2, Rannavärav-Sadam Street-Kaupmehe quay; 3. Port Authority Building; 4. Admiraliteedi Basin; 5. 20th c industrial heritage; 6. Kochi aidad and univercity quarter; 7. Ship wrecks; 8. Kadrioru swimminghouses; 9. Church towers and proximity of old town.)

VIEW TO SADAMA STREET AND SQUARE: Sadama square is formed on a historical extension of Sadama street. Street end is opened up towards ships and old tower of Port Autority Building acts as a landmark.

TRAFFIC SOLUTIONS AND NEW STREET GRID: All areas have accessible street grid with max step 70...100m. Short-term parking is allowed on streets. PUBLIC TRANSPORT: D-terminal is served by new tramline. Tramway runs next to D-terminal and through new University neighbourhood. A-terminal and Linnahall area are served by new buslines. RO-RO TRAFFIC: is solved based on existing traffic solutions.

TYPICAL PARKING HOUSE: Parking houses that serve port are planned above ISPS zone. Street level of parking houses have commercial function.

A-TERMINAL BUS PARKING: In front of A-terminal clearly defined citysquare is created. Tourist bus parking is surrounded by building. Courtyard of building is spacous - bigger waiting areas with trees can be designed. Two sides of courtyard are open to the street.

NEW A-TERMINAL is partly above ISPS zone. So it would not block the continuous seaside harbour promenade.

SERVING TERMINALS: Movement of pedestrians and cars is planned with minimum number of crossings; Walking paths between city and port are intuitevly findable.
